Xu Cai, male, was born in1926 in Zou County of Shandong. He is a leader of the Chinese martial arts, andsports activist, and a former deputy director of State Sports Committee; vicechairman of the All-China Sports Federation, national president of theInstitute of Martial Arts Commission, China Association Chairman and AsianWushu Association, and other grades.
At the age of 9, he began totake part in the revolution, and did the party's underground work, in Beijing,Tianjin. He graduated from Peking University. After the founding of the PRC hehas long been engaged in youth work and journalism. He was once a former memberof the Communist Youth League Tianjin Municipal CPC Committee, then a member ofthe Central Committee, the state-appointed head of political research.
